Camella Boateng, MPH, CHC, CHPC

Camella Boateng, MPH, CHC

Ms. Boateng has extensive experience advising health care providers on the HIPAA Privacy and Security Rules and HITECH Act. She develops and administers HIPAA compliance training programs for various health care organizations including but not limited to hospitals, nursing facilities, and physician practices.

Further, she designs computer-based HIPAA compliance training that can be administered to personnel at all levels. In addition to the training, Ms. Boateng assists health care providers in assessing and managing their HIPAA risks. She conducts HIPAA gap analyses and risk assessments as well as facilitates the development of risk remediation plans.

Ms. Boateng designs comprehensive HIPAA policies and procedures, advises on HIPAA privacy safeguards, and assists clients in preparation of government audits related to HIPAA. She also serves as the Designated Privacy Officer for large physician practices.

Ms. Boateng has published articles on HIPAA compliance in industry journals. Her articles have been published in the Journal of Health Care Compliance and Health Care Compliance Association’s Compliance Today.

Cornelia Dorfschmid, PhD, MSIS, PMP, CHC

Dr. Cornelia M. Dorfschmid is an Executive Vice President for the firm and a nationally recognized expert who is frequently called upon by law firms and clients to assist in statistical auditing, including claims analyses and overpayment extrapolation. She also has deep experience in the areas of corporate compliance and HIPAA compliance risk assessments.

Dr. Dorfschmid has over 16 years of private and government sector experience in compliance consulting, the majority of which was in management and executive capacities. She is a recognized expert in the areas of HIPAA and compliance risk assessments, enterprise risk management (ERM), RAT-STATS sampling and litigation consulting.

In her past position as Senior Vice President & Chief Information Officer for the firm, she was instrumental to the development and deployment of web-based HIPAA analysis and training software tools and advisory services for building HIPAA Privacy and Security programs.

One of her current areas of service is HIPAA Security compliance. Under Dr. Dorfschmid’s leadership, Strategic Management has been providing HIPAA security consulting, risk analysis, and information security vulnerability assessments. She assists clients specifically with compliance needs related to the mandated Evaluation and Security Risk Management standards in the Security Rule, as well as other required administrative and technical safeguards.

She has presented at various associations and professional organizations and events on such issues as Risk Management and Methodologies, Compliance Risk Areas, Benchmarking Compliance Program Effectiveness, and HIPAA Privacy and Security.

Rita Isnar, JD, MPA

Rita Isnar joined the team in 2003 and has overseen numerous HIPAA compliance and gap analysis engagements. She has served as lead consultant for a number of major healthcare system HIPAA privacy compliance program and gap analysis reviews.

Ms. Isnar also assisted managed care organizations (MCOs) in various settings.  She has experience reviewing and analyzing contractual, statutory and regulatory requirements that MCOs are obligated to meet in marketing to and enrolling members in their health care plans. Further, she has experience reviewing and assessing internal marketing and enrollment policies and procedures that have been implemented to meet these requirements.

Ms. Isnar has also conducted retrospective and real-time reviews of Medicaid enrollment applications to determine their compliance with State requirements.  These reviews were conducted to identify what would constitute an error based on internal, contractual, statutory and regulatory requirements and other criteria deemed important by the MCO.

She has experience managing and her team has acted as an IRO for a number of health care organizations, demonstrating specialized expertise in assisting various health care entities and systems in relation to HIPAA.

Her experience with multi-team engagements and complex annual work plans have allowed her to excel when working with multi-state and national health care organizations that have entered into a CIA.

Prior to joining Strategic Management, Ms. Isnar’s regulatory and compliance experience in the health care industry included interning at the New York State Office of the Attorney General in Syracuse, New York and working with a regulatory compliance firm to perform research and analysis on HIPAA related issues.
