Compliance Surveys
Strategic Management has been employing its proprietary compliance surveys for over 25 years to hundreds of healthcare organizations and nearly one million survey population. Health care organizations can measure the effectiveness of their Compliance Program with reliable data from the workforce. Strategic Management developed proprietary survey instruments that have been validated, tested and deployed to hundreds of health care organizations.
What are Compliance Surveys?
Employee compliance surveys are anonymous questionnaires to obtain compliance employee feedback based upon their experience. There are two types: (a) a compliance knowledge surveys that uses dichotomous (yes-no) questions to measure employee knowledge, awareness and (b) a compliance culture survey that employs a Likert Scale (degree of agreement questions) questions to measures employee attitudes and perceptions about the compliance environment of an organization. The OIG “Measuring Compliance Program Effectiveness: A Resource Guide” cited using surveys in evidencing Compliance Program Effectiveness over 60 places.
Critical to obtaining credible and reliable results is having a professionally developed, tested and validated survey instrument that has been employed with many organizations that permit benchmarking results against the universe of users. Independent deployment and analysis are also important to ensure responses are anonymous. Results from the surveys are not just statistical tables but include detailed analysis that includes suggestions for improvements, along with benchmarking results against the universe of users.
Compliance Knowledge Survey
The Compliance Knowledge Survey is designed to assess the effectiveness of an organization’s compliance program from feedback from employees. It uses a dichotomous questionnaire of 40 questions where the responses “Yes, No or Don’t know”; and takes on average only about 10 minutes to complete. Questions ask for observations and personal experiences under an existing compliance program which can evidence employee knowledge, awareness, and understanding that identify strengths and opportunities for improvement. Results are benchmarked against other the universe of those using the same instrument.
Compliance Culture Survey
The Compliance Culture Survey is designed to measure employee attitude and perception relating to the compliance culture and work environment of an organization. Both the OIG in their compliance guidance documents and in the DOJ Guidelines stresses the important of evidencing an organization culture of compliance and asks if employees were surveyed employees to gauge the compliance culture. There are 40 questions, using a Likert scale, with responses made on a scale from strongly disagree to strongly agree, including the option for a neutral response.
Results are contrasted with the industry at large, using the Health Care Compliance Index© (HCCI©), a database base of nearly one million surveyed population that used this instrument and provide information ranking in the industry by question, as a whole and by any of the compliance dimensions measured. Results can be used to evidence strengths in the program, as well as opportunities for improvement.
Robust Reporting and Analysis

Richard Kusserow, former HHS Inspector General, provides expert analysis and actionable solutions to improve compliance operations. Additionally, results are compared to other health care organizations who participated in the same Survey to provide insight on industry standards.
Anonymous and Confidential Responses
Compliance Surveys are an effective way to collect valuable feedback from your employees and gain honest feedback. Surveys are emailed directly to employees’ with a unique link to access the Survey. Then, reminder emails are sent to employees who have not completed the Survey to increase the overall response rate and the accuracy of the results. All responses remain anonymous and results are confidential.
