Professional Experience

Linda Howard is a seasoned compliance professional with over 35 years of experience in law, healthcare compliance, operations, and diversity, equity, and inclusion (DEI).  She is a graduate of the University of Pennsylvania Carey Law School and former Editor of the Law Review. Her work in healthcare has focused on advancing healthcare compliance and has developed a reputation as a leader and expert in the field. She has served on multiple occasions as Interim Chief Compliance and Privacy Officer for hospital systems, patient assistance programs, and other entities in the healthcare sector.  She has provided compliance advisory services, support, and assistance to managed care organizations, insurers, and physician practices.  She is widely recognized for her ability to foster cultures of ethics, compliance, and DEI, and provides a deep understanding of federal healthcare regulations and laws, including HIPAA, the False Claims Act, and the Anti-Kickback Statute. She has successfully developed compliance programs, policies, and codes of conduct, and has guided leadership through significant organizational changes. Her expertise also includes implementing and managing healthcare corrective action plans (CAPs) and Corporate Integrity Agreements (CIAs), as well as utilizing compliance technology solutions to enhance these processes.

Ms. Howard has authored numerous articles and presented at industry conferences on compliance topics, including “So You’re a Compliance Officer: Now What?” at the Minority Corporate Counsel Association’s Conference, “Building a Culture of Compliance: Medicare Marketing Compliance and Oversight under MIPPA” at the World Research Group Conference, and “Anti-Kickback and Stark” at the Health Care Compliance Association Annual Conference (Compliance Institute).
