Corporate Integrity Agreements (CIAs) are among the most important methods used by the OIG for promoting healthcare compliance, imposing controls directly on those providers seeking to resolve government investigations in order that they continue to receive reimbursement under federal health care programs.

Currently there are over 345 active CIAs, and that number grows by an average of three to four monthly, cutting across nearly all healthcare entity types. Recent CIAs provide an up-to-date perspective on the OIG’s priorities and concerns, as well as their position on effective oversight and operational controls.

Richard Kusserow, Chief Executive Officer

Mr. Kusserow, Former Inspector General for the Department of Health and Human Services, established Strategic Management in 1992 and it has since specialized in developing, implementing and measuring effective compliance operations and programs.  Under his leadership, Strategic Management provides a broad range of advisory services including organization assessments, financial/legal fact-finding, values and vulnerabilities assessments, program analyses, special studies/reports, policy development, and specialized education/training programs.

Thomas Herrmann

Mr. Herrmann has over 30 years of legal experience with the U.S. Department of Health and Human Services (DHHS).  He served as an Administrative Appeals Judge on the Medicare Appeals Council, acted as the Director of the OIG’s Office of External Affairs, and chaired a DHHS Task Force on Managed Care Issues.

At Strategic Management, Tom Herrmann addresses compliance and regulatory/legal issues for a number of health care companies and professionals.  He frequently assists clients in meeting the compliance requirements of Corporate Integrity Agreements, and acts as an Independent Review Organization for health care entities and practitioners that have entered into a CIA with the OIG.
