Dr. Cornelia Dorfschmid is a nationally recognized expert who is frequently called upon by law firms and health care providers to assist in claims analyses and determinations of error rates.

As the lead consultant for claims reviews and transaction reviews, she works with a team of certified auditors/coders and offers her clients valuable insights based upon her extensive industry experience.

Skilled in developing sampling strategies and evaluating the accuracy of claims meeting legal and medical necessity standards, Dr. Dorfschmid has the unique expertise required to develop a review strategy in accordance with the OIG’s approved RAT-STATS methodology and generally accepted statistical practice.

Tom Herrmann, JD

Specializing in arrangement reviews, Tom Herrmann has assisted numerous clients in meeting compliance requirements of Corporate Integrity Agreements (CIAs), and he has acted as an Independent Review Organization (IRO) project manager for various providers and practitioners.

Mr. Herrmann draws upon his 30 years of legal experience with the United States Department of Health and Human Services (DHHS) where he served six years as an Appellate Judge on the Medicare Appeals Council and 20 years in various legal positions in the  DHHS Office of Inspector General (OIG), including Cheif of OIG Administrative Litigation. During OIG tenure, he handled cases that involved the development of Corporate Integrity Agreements and the approval of IROs, coordinating with the US Department of Justice and DHHS Centers for Medicare and Medicaid Services (CMS).

Richard Kusserow served as the Inspector General for the Department of Health and Human Services for eleven years before establishing Strategic Management in 1992.

Offering clients extensive experience and insight in the development, implementation, and measurement of effective compliance operations and programs, Mr. Kusserow’s personal leadership and unique qualifications have allowed his firm to successfuly serve over 2,500 organizations.

Mr. Kusserow and his team of highly qualified IRO consultants have engaged in a wide variety of Independent Review Organization services for entities large and small.

Steven Forman is a veteran compliance expert who provides clients with a specialized understanding of financial requirements within the health care industry.

Coordinating all activities for unallowable costs reviews, Mr. Forman and his team have the financial expertise necessary to conduct comprehensive internal financial audits required by health care providers who have entered into a CIA.

Mr. Forman was the VP for Audit and Compliance services at one of the nation’s largest hospital systems, served as the Chief of Management Operations for the OIG, and has more than 10 years of experience as a compliance consultant.

Rita Isnar joined Strategic Management in 2003 and has overseen many IRO engagements, serving as a project manager and coordinating with all stakeholders.

Ms. Isnar is the lead consultant for marketing practices reviews. Her team has acted as an IRO for a number of health care organizations, with specialized expertise in assisting managed care organizations (MCOs) and pharmaceutical/device manufacturers.

Her experiences with complex engagements and extensive review work plans have allowed her to excel in working with multi-state and national health care organizations that have entered into a CIA with the DHHS OIG.

Catie Heindel, based in the Strategic Management Chicago office, has extensive experience in managing and conducting Systems Reviews required by Corporate Integrity Agreements (CIAs).

She is also certified In Health Care Privacy Compliance and is engaged in performing HIPAA Privacy and Security assessments for health care organizations.
